- Improve the design and copy of the banner using the generic notice component - Trigger when the site has pageviews and only for roles with email-reports access, instead of a session-scoped flag - Ensure the banner is hidden while the verification banner is up, and revealed on `verification-finished` - Persist dismissal per user + site when X button or CTA click is clicked
